This incorporates all voting before election day, including voter requests for an absentee ballot by mail, ballots sent to voters on the permanent absentee list, ballots sent to UOCAVA voters, ballots sent to voters in precincts that vote by mail, absentee in person voting (by envelope), and early voting.
